Talks in Switzerland seen as progress toward updated Ukraine peace plan

The White House said Sunday that negotiations held in Switzerland on a proposal to end the war in Ukraine represented a “significant step forward,” stressing once more that any settlement must fully respect Ukraine’s sovereignty.
A joint US-Ukraine statement released shortly afterward confirmed that the discussions produced an “updated and refined” version of a peace framework.
US Secretary of State Marco Rubio headed a delegation in Geneva, where US, Ukrainian, and European officials worked to shape a path toward ending the conflict that began with Russia’s invasion in February 2022.
President Donald Trump had given Kyiv until November 27 to respond to his contentious proposal to halt the nearly four-year war. Ukraine, however, pushed back against elements of an earlier draft that incorporated several of Moscow’s tougher demands, including territorial concessions, downsizing its military, and permanently renouncing NATO membership.
The announcement of a revised document suggested that negotiators had made adjustments to address some of Kyiv’s concerns.
According to the joint statement, the talks were “constructive, focused, and respectful,” demonstrating shared commitment to a “just and lasting peace.” Officials said the discussions brought them closer to aligning positions and establishing clear next steps, while reaffirming that any final agreement must fully preserve Ukraine’s sovereignty.
Both sides agreed to continue refining joint proposals in the days ahead.
The White House added that Rubio and his team reiterated the United States’ commitment to ensuring Ukraine’s sovereignty, security, and long-term prosperity remain central to the diplomatic effort.
